Health plans hire SameSky Health to create culturally appropriate content, but due to the Telephone Consumer Protection Act (TCPA), the company can't reach members by text. "We do a lot of work with multicultural people. Most of our work is in Medicaid. For us and our work … the only way to communicate with patients is texting.
